21 MAY 2021. DHSUD Secretary and TFBM Chairperson, Eduardo del Rosario, handed over a 7.4M check to MHSD Minister and LDRC Chairman, Atty. Hamid Aminoddin D. Barra during the Monthly Briefing Updates of the different on-going projects in Marawi City held at the TFBM Field Office at the Marawi Resort Hotel in MSU Campus, Marawi City, this afternoon, which signals the immediate operationalization of the Committee.

LDRC or the Land Dispute Resolution Committee was created by virtue of Memorandum Circular No. 40 (amending Memo Circular No. 38) to address repeated calls to establish a voluntary mechanism that will help parties and adverse claimants amicably settle or resolve land-related conflicts, disputes or controversies impeding rehabilitation efforts in the City of Marawi.

LDRC is authorized to receive, hear and settle or resolve all disputes involving private parties, including but not limited to conflicting and adversarial claims over boundaries, ownership and possession, involving parcels of land affected by the Government’s Rehabilitation and Recovery Program for the Most Affected Area (MAA) in the City of Marawi.

In a Memorandum of Agreement between DHSUD and MHSD-BARMM, the later shall supervise the operations and administration of the LDRC, which shall include but is not limited to, the establishment of the LDRC Office, creation of a database of all the lands and their “owners” (with mapping, geotagging and digitization of documents), as well as, the conduct of capacity development of negotiators, arbitrators and other staff of the LDRC, research, conflict settlement proceedings, field visits and Kandori for every settled case, subject to applicable procurement laws, rules and regulations.

Minister Barra, after receiving the check, thanked all the member agencies and organizations of LDRC for their cooperation and support while acknowledging the Department of Justice and the City Mayor’s Office for their rule in the finalization of the Implementing Rules and Guidelines and the Work Financial Plan of the Committee.
