A day before the contract signing with contractors, a pre-construction conference was executed by the Ministry of Human Settlements and Development, the housing arm of the BARMM, facilitated by the Planning and Design Division (PDD) on June 21, 2022 held at the MHSD Operations Center, Rosary Heights VIII, Cotabato City.

The winning bidders of 16 projects assembled at the venue for the activity graced by Director General Esmael W. Ebrahim and Director for Operations and Management Nomaire M. Madid and the members of the Bids and Awards (BAC) Committee.

Engineers from the PDD and BAC Technical Working Group (TWG) carefully presented the project specifications; the roles and responsibilities of the ministry, the contractors, and the engineers; and all the documentary requirements throughout the conference.

Engr. Zainodin A. Buisan, PDD Chief and BAC-TWG Head, said the pre-construction conference serves as venue to lay down every significant detail for faster processing of payment documents to expedite the implementation of the projects ensuring quality and timeliness of completion.

The issues, concerns, and recommendations resulting from the previous experiences with contractors were also explained during the activity to caution the engaging contractors of such instances to attain more effective implementation.

Clarifications and concerns from the contractors were addressed by the MHSD team during the open forum.

The conference was attended by winning bidders for Training Center Projects funded under the Transitional Development Impact Fund (TDIF) 2021, Core Shelter Projects funded by the KAPYANAN Project Management Office, pursuant to RA 1984 Guidelines allowing contractors to voice their concerns and suggestions to the end-user, the MHSD.

Project plans for the construction of human development training centers and core shelters across the BARMM were also given to the attending contractors during the pre-construction conference.
