The Ministry of Human Settlements and Development of the BARMM and the International Alert Philippines convened for a Strategic Planning Session on the creation of a land resource management strategy at the New Dawn Hotel, Cagayan de Oro City on May 15-16, 2022.

The activity aimed at ensuring the optimal use of management for land resources for the rehabilitation, rebuilding, and development of Marawi City and its environs, as well as addressing the existing and potential land disputes that may emerge during implementation.

The strategy was dubbed as Resource Use and Management Planning (RUMP), a process and platform of identifying resources, mapping claims and conflict timeline, and developing strategies for resource that is adaptable, inclusive, participatory, and conflict-sensitive.

Francisco “Pancho” Lara Jr., International Alert Peace and Conflict Adviser, during his presentation on the importance of Political Settlements and Institutional Multiplicity, said that the MHSD oversees different agencies on the matter of land dispute resolution.

These presentations were of the different overlay of Marawi City, the five proclamations of the land, the recorded parcel of lands, certificates of land ownership award (CLOA) by the Department of Agrarian Reform, and the Official Certificate of Registration of registered titles in Marawi City, shared by Gilson Andre M. Narciso, International Alert Geographical Information System Officer.

During the activity, Director for Operations and Management Nomaire M. Madid shared achievements accomplished by the MHSD while Executive Assistant V Dr. Minalang M. Barapantao Sr., shared the highlights of the Marawi Rehabilitation Program (MRP).

Minister Hamid Aminoddin D. Barra said the RUMP will address weak property rights system, overlapping claims, title authentication, transactions on sale and transfer, and unsustainable use of resources that leads to violence.

Resource persons from International Alert along with Lara and Narciso were Ruel J. Punongbayan, Senior Programme Manager, Nikki Philline C. De la Rosa, Country Manager, Jorge A. Golle, Senior Programme Officer, and Rey N. Palabon, GIS Officer.
