Officials from the different Local Government Units (LGUs) of Maguindanao were oriented by the Ministry of Human Settlements and Development, the housing arm of the BARMM, on the Formulation and Updating of Comprehensive Land Use Plan and Zoning Ordinance (CLUP-ZO) held at the Al Nor Hotel, Sinsuat Avenue, Cotabato City on June 20-21, 2022.

The Housing and Homesite Regulation Officers (HHROs) from the Environment and Land Use Division (ELUD) of the ministry led the activity that informed the LGUs on the process and steps for the formulation of CLUP and ZO and the required CLUP data during the orientation.

Engr. Muslima K. Abusama, HHRO IV for Maguindanao Province, shared the backgrounders on CLUP during a presentation on the Overview of the 12 steps in CLUP formulation, referring to it as the ‘Mother of all Plans’, and one of the mandatory functions of the LGU, according to her, and as stated in Section 20 of RA 7160, is to prepare a CLUP enacted through a zoning ordinance.

The particular details of the 12 steps in CLUP formulation and updating were discussed and explained by Salembai A. Abdullah, Head of the Information and Communications Section, and Abdulrashid D. bin Abdulrashid, HHRO IV for Regional Office.

Meanwhile, Janice-zah M. Macapantar, ELUD Chief, shared that the Local Shelter Plan (LSP) was proposed during the Public Housing National Training Workshop conducted earlier in the month. The LSP was proposed to be integrated to the CLUP to ebb the workload of Municipal Planning and Development Coordinators (MPDCs) in crafting plans.

“We plan for our land, as we plan for the development of our municipality,” she said.

The MPDCs and Technical Staff who attended the orientation to update their respective CLUP were from Datu Piang, Datu Paglas, Parang, Pagalungan and North Upi.

The LGU officials who attended to formulate their CLUPs were from Datu Hoffer, Datu Unsay, Shariff Saydona Mustapha, Datu Blah Sinsuat, and Northern Kabuntalan.

Chief Macapantar thanked the LGUs for their active participation, and she shared the ministry’s mandate to provide technical assistance to them and to the cities in crafting their CLUP.
