The Ministry of Human Settlements and Development, the Housing Arm of the BARMM, enhanced the inputs on external and internal services gathered from all its divisions, offices, and sections (DOS) for the updating of its Citizen’s Charter and Quality Management System (QMS), held at the Park Inn by Radisson Hotel, Davao City on December 03-04, 2024.
Bangsamoro Director General Esmael W. Ebrahim emphasized the importance of the charter and the QMS. Aside from acknowledging the difficult journey of the crafting, he also lauded the accomplishments, looking forward to the finalization and ways forward.
Suharto S. Wahab, Director II for Technical and Regulatory Services, shared ways to facilitate and simplify the process in crafting and finalising in a more succinct manner.
The activity was facilitated by the Technical Working Group (TWG) for the Updating of the QMS, led by Atty. Nasihah S. Mamarungcas, Legal and Legislative Liaison Section Head with assistance from John Anthony M. Ocumen, Head of the Internal Planning Section and Salembai A. Abdullah, Head of the Information and Communications Section, all under the Office of the Minister.
Comprehensive reviews of existing procedures and policies across the Ministry were conducted to identify areas for improvement and standardization. Best practices from regional and national standards were also incorporated for QM systems and effective and efficient public service delivery.
The different DOS collaborated through their presentations and discussions of their outputs for the updating or improvement of the charter and QMS, the consolidation of which was facilitated by the TWG.
The activity was also attended by Salem C. Demuna, Director for Operations and Management Services, provincial directors from the MHSD offices in Maguindanao, Lanao del Sur, Special Geographic Area, Basilan, Sulu, and Tawi-Tawi, and the chiefs, heads, and key staff from the Office of the Chief of Staff, Administrative and Finance Division, Policy Development Coordination and Regulation Division, Planning and Design Division, Housing and Human Settlement Division, Environment Land Use and Urban Development Division, Monitoring and Evaluation Division, and all the sections of the Ministry with the assistance of the Catholic Relief Services (CRS).
