Represented by Director General Esmael W. Ebrahim, the Ministry of Human Settlements and Development of the BARMM participated in the Inter Cabinet Cluster Mechanism on Normalization (ICCMN) Socioeconomic Subcluster meeting on May 17, 2022 held at the BPDA Conference Room, Bangsamoro Government Center, Cotabato City. 

A briefing session on the Socioeconomic Development aspect of the Normalization Program between the Task Force for Decommissioned Combatants and Their Communities (TFDCC) and Joint Task Forces on Camps Transformation (JTFCT) was the main agendum of the meeting. 

The Comprehensive Agreement  in the Bangsamoro was presented by Parliament Member Atty. Laisa Alamia where she explained the Decommissioning process and discussed the responsibilities of each ministry.

In the 2019 Program Framework, Atty. Laisa explained that the mandates of the MHSD starts and is included in the Infrastructure process, highlighting the objectives for the decommissioning in settling in and transitioning, normalization and transformation, and stabilization.

In his message as representative from the Moro Islamic Liberation Front (MILF), Co-chair Prof. Abhoud Syed Lingga acknowledged that concerns regarding the camps transformation program will be a prolonged issue, but he is thankful to all the involved agencies that there are updates and progress reports. He hoped that all the existing projects for camps will be done as soon as possible so that the communities can start anew.

The meeting formally began with opening remarks and overview from Ariel Hernandez, Head of the ICCMN Socioeconomic Subcluster and ended with closing remarks from Executive Director Cesar de Mesa, GPH-JTFCT Co-chair.

Also present during the meeting with DG Ebrahim were representatives from the MTIT, MOH, MBHTE, MSSD, MILG, MAFAR, PHILHEALTH-BARMM, MOLE, PSA, PHIC, Office of the Senior Minister, TFDCC and OPPAP.
