Atty. Hamid Aminoddin D. Barra, Minister of the Ministry of Human Settlements and Development, performed as one of the experts consulted for the improvement of the Implementing Rules and Regulations (IRR) of the Marawi Compensation Board (MCB) held at the CHARM Pavilion MSU-Main Campus on April 27, 2023.
Created by virtue of Republic Act (RA) 11696, also known as the Marawi Siege Victims’ Compensation Act, the MCB is one of Marawi City’s recompense to recover from the devastations caused by the conflict inflicted by the 2017 Marawi Siege.
The public consultation aimed to collate valuable feedbacks, inputs, and comments from recognized experts regarding the draft IRR for RA 11696.
Minister Barra stressed the importance of information dissemination on the MCB to ensure the desired finetuning and finalization of the its IRR.
“Proper information dissemination promotes awareness, compliance, accountability, transparency and feedback, which are all critical in achieving the intended objective of the IRR,” he said.
The public consultation also made possible for the IRR, the reconsideration of the permanent shelters that have been awarded to the Marawi Siege victims as grant so as not to be subjected to budget deduction from the MCB, subject to further discussion between the National Housing Authority and the MCB.
The other experts consulted were from the Local Government Units, Philippine National Police, Traditional Leaders, Civil Society Organizations, Public Attorney’s Office, Local Civil Registrar, Business Sector, Academe, Private Practitioners and other important experts of different relevant fields.
The MCB, chaired by Atty. Maisarah Dandamun-Latiph, is a government entity established to award monetary compensation to lawful owners of residential, commercial, or cultural structures, as well as personal properties damaged or lost during the 2017 Marawi Siege.
The participants were encouraged to present or submit their position paper related to the draft IRR at the public consultation or until May 2 for review.
