As the lead BARMM ministry in shelter, the Ministry of Human Settlements and Development, the Housing Arm of the BARMM, presented the Permanent Shelter Development Program (PSDP) during the Bangsamoro Rehabilitation and Recovery Plan (BRRP) Draft Consultation with Stakeholders at the Seda Centrio, Cagayan De Oro City on June 14, 2023.
Presented by Engr. Yasser M. Rapun, MHSD Engineer III, the Program plans for the construction of permanent shelters in Maguindanao and the Island Provinces of Basilan, Sulu and Tawi-Tawi, including the projects’ land acquisition, land development and social mobilization through community support services after awarding the shelters.
The activity was hosted by the Bangsamoro Planning and Development Authority (BPDA), with technical assistance from the World Bank.
Gil M. Cambronero, EnP, BPDA Planning Officer V, shared that the BRRP, will address the impact of calamities like that of Severe Tropical Storm Nalgae, locally named Paeng, covering the years 2023-2028. This will be the first rehabilitation and recovery plan for natural disasters formulated by the Bangsamoro government.
Paeng was the 16th tropical cyclone that entered the Philippine area of responsibility (PAR), which brought heavy rains and strong winds to the Philippines that affected at least 4 million people, including those in the Bangsamoro, as it traversed the landmass on October 28-31, 2022.
The other sectors for the formulation of the BRRP are the Infrastructure Sector led by the Ministry of Public Works, the Social Sector led by the Ministry of Social Services and Development, the Livelihood Sector led by the Ministry of Labor and Employment, the Agriculture and Fishery Sector led by the Ministry of Agriculture, Fisheries, and Agrarian Reform, and the Cross Cutting Sector led by the Ministry of the Interior and Local Government.
