To provide decent housing units to the neediest families in Kapatagan municipality, that was then devastated by war and the gateway to Lanao del Sur from Maguindanao, the Ministry of Human Settlements and Development (MHSD), the Housing Arm of the BARMM, signed the 9th Memorandum of Agreement (MOA) this year with the Local Government Unit (LGU), held at the MHSD Regional Office, Bangsamoro Government Center, Cotabato City on February 21, 2024.

The signing was for the implementation of Housing Development Project in Barangay Daguan with concrete arch entranceway and solar powered water system level III with a total amount of to PHP41,717,800.00 funded from the Special Development Fund (SDF) 2022. 

Fifty housing units shall be constructed under the project with each unit amounting to PHP764,400.00 and spans at 48 square meters with three bedrooms, an outdoor kitchen, a living room, a dining area, and a bathroom.

Minister Hamid Aminoddin D. Barra officially opened the signing activity sharing some historical milestones of the MHSD and he said the Ministry has no counterpart during the Autonomous Region in Muslim Mindanao (ARMM). 

The minister reiterated that this year, a total of 1800 units shall be established by the MHSD across the BARMM, of which 900 units are for regular resettlement housing projects under the General Appropriations Act of the Bangsamoro (GAAB), 600 units for camps transformation and development, and another 300 units in areas outside the BARMM, after which he shared the essence of MOA signing and how significant is the compliance of the parties to the provisions therein.

“We believe that we have delivered and we are delivering; this is the hashtag of MHSD, #MHSDelivers and we live up to it,” he stated.

Architect Abubakar Abdullah E. Pangadil and Engr. Borjan T. Gumaga presented the specifications of the project and all its components.

Significant details of the project were then shared by Engr. Ameer Baguiore A. Kadil and later provided the printed copies of the plans and program of works to the LGU and to the MHSD provincial office in Lanao del Sur.

Hon. Mayor Raida Bansil-Maglangit, after signing the copies of the MOA, brought the group back to history when there were only three establishments left standing in Kapatagan after the all-out-war in Camp Abubakar in Maguindanao. She then expressed her commitment to ensure the proper implementation of the project from start to its earliest completion.

Meanwhile, Provincial Director Benjamin D. Alangca of MHSD-Lanao del Sur committed to assist the LGU-Kapatagan in their documentary compliance and in the whole implementation process including progress monitoring and regulation for sustainability.

Deputy Minister Aldin H. Asiri and Director General Esmael W. Ebrahim manifested their full support to the LGU in its efforts geared towards the most meaningful implementation of the project to benefit the target community in the recipient municipality.
